Applying Can Read/Cannot Read on article level does not provide me the expected result

Hi Everyone,
(A) I am having a query, related to user criteria on article level.
(B) I have applied some user criteria (Cannot Read) on article level.
(C) I have also updated the system property {glide.knowman.apply_article_read_criteria} to true.
(D) Now, some uses are fulfilling the user criteria, whereas for some users it is showing "No user criteria is applied at article level" (Checked in User Criteria Diagnostics)
Let me know if I am missing any points.
