Can't find "Licensing Engine" Scope in Target Scope inside Cross-Scope Privilege in ServiceNow.

After the upgrade from Washington DC to Yokohama, we have been observing an error related to Cross-Scope on our instance. 
Execute operation on script include 'EntitlementCacheManager' from scope 'Licensing Engine' was denied. The application 'Licensing Engine' must declare a cross scope access privilege. Please contact the application admin to update their access requests.
I have checked this in Restricted Caller Access Privilege for Licensing Engine, it is present and the status is "Allowed". But when trying to create a record for Cross-Scope Privilege I can't find "Licensing Engine" Scope in Target Scope. What can I do to fix this error?

We are also having this issue in our DEV instance after the upgrade from WashingtonDC to Xanadu. It is also causing the instance to error when trying to open the Flow Designer application, saying it is not found.

Also having this issue in Xanadu instance after a clone while run reconciliations in the Software Asset Workspace. Has anyone found a root cause or KB article yet?
