Change default filter in incident table from starts with to contains

Hi,

Currently, when filtering based on short descriptions, the system defaults to 'starts with.' I'd like to change this default behavior to 'contains.' How can I modify the settings to make 'contains' the default option for filtering based on short descriptions?
