design in serviceNow for decision making

I want to implement a design where a manager can take decisions like strategic decision or tactic decision on the basis of a data like what kind of service he want to implement, how muuch time it will take , what skills do his team have and what is the volume of data required for that service. So how can i implement that kind of service .its not related to dashboard just if you have give me the idea that how can i implement this on serviceNow.

OOTB there is no single module for this, as you need to combination of Service and Skill. For this, you may need to check Skill module in ServiceNow.
