Give flow designer access to user using app collaboration descriptor

I am using app collaboration descriptor. I want to give access to the user to edit flow without giving them roles. Is there any solution?

There are a couple of ways to stack permissions to grant access to Flows. A lot depends on what kind of access you want to give, and where those flows live (are they in a scoped app, global, etc).
