You mean the same module in two different applications?
Then the answer is no—you’ll need to create two separate modules and then assign each to the respective application.

yes it's possible to update the modules wrongly tagged under an application menu and you can correct it.
Assuming you want this
Note: Be cautious while updating the application menu as the modules might be sometimes not relevant under that application menu
Example below and steps
1) In left nav select the Modules under System Definition you wish to update. I selected all under Application Menu "Incident"
2) then right click and Data Management -> Update All with preview
3) then select the other application menu under which you wish to move these modules
4) then click Execute Now in bottom
