servicenow bug? with annotation

HI ALL.

When I added annotaiton to a form.

it does not work well sometimes.

like this.

when i input 

<pre>
aa
bb
cc
<pre>

I got  as below.. even i have select "HTML"

&lt;pre&gt; aa bb cc &lt;pre&gt;

But if i save it  again it (one or more times) may work well....

Totally servicenow bug...
