We would like to have alert creation whenever LDAP or data source unable to connect with server

We would like to trigger whenever LDAP or Data source is failed to connect with Server. 
is there any why to achieve it?

it could be triggered by a flow, a business rule, or a scheduled job.. but I miss some context and details on what exactly would be the ambition. (no guarantee as not sure what's required)

Can you provide more description on the expected trigger?
