In ServiceNow operation workspace, Knowledge have the "New" button in workspace not perform action

In the service operation workspace (SOW), we do have knowledge and a knowledge list format in the service operation workspace (SOW) that has the "New" button, but if the user has "knowledge" role, they are able to create the article, and in SOW it's showing to the user but not performing action, but on the platform side it's working fine.
Please let me know how to resolve the issue

In workspace is that user able to see "New" button?
If yes then what happens on click of that?
It's an OOB button so it should work fine.
Is it working for admins?

In workspace is that user able to see "New" button? --> able to see the "New" button (e.g if user have knowledge role able see "new" button, but when he clicked no action )
If yes then what happens on click of that? ---> It does nothing, means not action performed
It's an OOB button so it should work fine. --> it's a OOB no customization has been performed
Is it working for admins?---> yes, it's working fine

When you click that button in workspace, any browser console you see?
