Non ITIL user access Reports/Dashboard via Service Portal

Is there a way for non ITIL users to be able to access reports or Dashboard from the Service Portal?
We would like to grant our Project Managers access to a hardware dashboard, but not have to set them up with ITIL licenses if possible.
