Restrict Change Task Creation When Change Request State is Not 'New', Except for Change Enablement Group in ServiceNow

Hello @Vikasgc 

 

In that case you can create an ACL , Type - Deny Unless , Operation - create ,

Table - Change request 

 

In the data conditions put - "Group IS DYNAMIC - ONE of my Groups" 

 

This will restrict creation unless this above condition is met.
