while dealing with HR and customer data(CSM) what is best possible way to protect the PII data

Does this effect admin users? like admin users are excluded in viewing PII data?

ServiceNow can help you do this via data encryption. More details: Data Encryption

 

For your second part of the question, you can always protect sensitive information from your administrators by using encryption. Only people with the "sn_kmf_admin" will be able to configure how the Column level encryption works, therefore as long as you don't give them that role, you will be protected.
