"Install your app onto the newly zbooted, clean Quebec instance"

How?  This is the issue I have been chasing with TPP/HI for well over a year.  Where is the "test store" where I can upload my app and simulate a customer install?  The only mechanism I have ever seen is committing your code to a git repo and using that to pull to another instance, which has proven very much to NOT be a good simulation of the Store in many many ways.
