This is a question people spend many thousands of dollars on. But my best advice is to work with ServiceNow or a partner or expert to do a limitied implementation then expand from there. For instance Launch that Service Catalog and Incident module first. Determine user roles, access, data import needs, all business requirements- get that off the ground, then add in more Modules.
