option seems to be A? in in-scope there is no chance to create business rules . only in out scope we can create business rules,client scripts,UI policies?

Mate, check the above link.

 

Correct answer only in scope applications scripts can create business rules for the table that's is true but A is the right answer here as we are talking what is not true.
