Cisco IP switches have no relationships to other devices

I'll preface by saying, that Switch stacks are relating properly and showing up on a CI as a Master/Child relationship correctly. But I'm not seeing any other devices connect in the topology.
We are reading in our Cisco Switches and Routers via SNMPv3 and all of them are being read into the IP Switch table. So we have our L3 and L2 devices in that table as the L3 devices are compatible as both. What I'm not seeing, is the devices connection to each other in a topological way. Such as a L2 device related to an L3 device and then EUDs. They are seeming to be collected correctly in the Device Neighbors tables. So I'll have a Router that has relationship connections of IP Connection::IP Connection to EUDs, but no L2s and then the L2s only relationships if they are stacks. Is this the correct OOTB functionality for the relationships of these devices? Or is there something missing. I thought we'd be able to see them related in the Upstream and Downstream relationships section.
