Service Offering importset incorrectly reclassifying existing Business Application CIs

I am populating Logical CIs into the CMDB using Import Sets with IRE through IntegrationHub ETL.
I was able to successfully populate Business Application CIs without any issues. However, when I imported Service Offering CIs, any Service Offering that had the same Name as an existing Business Application was not created as a new CI. Instead, the existing Business Application was reclassified to the Service Offering class.
I do not have any onBefore or onAfter transform scripts, and the load is performed through IntegrationHub ETL using IRE, so I would not expect existing CIs to be reclassified in this scenario.
The identification rules for the affected CI classes are shown below:
Business Application
Service Offering
IntegrationHub ETL Target Table Configuration
- Business Application → cmdb_ci_business_app
- Technical Management Service Offering / Business Service Offering → service_offering
Could you help explain why IRE is identifying the existing Business Application as the same CI and reclassifying it as a Service Offering, instead of creating a new Service Offering record?
