I am looking for information on how Scoped Knowledge Bases are used and  Knowledge Blocks.

Has anyone used either of these Knowledge Management options? 

What has been your experience with them?

Were you able to limit read access to specific groups?

I have a request from HR for new Knowledge Base that can be used by regions with region specific articles that only users in that specific region can see the region specific article.  I am not sure if this is possible without creating region specific knowledge bases.

User criterias provide the capability of restricting/providing access to knowledge bases, and also at the knowledge article level. Knowledge blocks can also be restricted in the same fashion
