The Next Experience has a feature called UX Banners. It's basically the same as the Service Portal Announcements, but used in platform. The main difference is that when the banner is dismissed, it comes back after session timeout/user logout.
I think this would be a beneficial tool to use to inform ServiceNow users of issues or updates right in platform. In its current state, the lack of ability to dismiss the pop-up makes it not feasible to use without the ability to determine if it can be permanently dismissed. We don't want to keep prompting the same message to users that have dismissed it in a previous session.
If you agree, please promote this Idea by "upvoting" to raise awareness and potentially see it in a future release.
