We are trying to build CIO Dashboard,
The Overview pillar in the Value KPI can we customize some metrics apart from OOB formulas.
Can anyone suggest if they have done any metrics addition apart from OOB in Value KPI in CIO dashboard..

Yes, this is generally possible, since the CIO Dashboard's Value KPIs are built on top of Performance Analytics indicators and formula indicators under the hood and those are extensible.
The OOB metrics in the Overview pillar are typically Formula Indicators pulling from existing indicators, things like incident counts, SLA compliance, cost data.....etc. Editing the OOB formula indicators directly is not recommended, since an upgrade can overwrite your changes.
The safer path is to clone the OOB indicator, adjust the formula or source conditions on the clone and swap that into the dashboard widget instead of the original.
For adding brand new metrics, create a new Indicator or a Formula Indicator if it is derived from existing scores, scoped to whatever process or table you are measuring and then add it as a new widget on the dashboard. Whether it slots into the Overview section depends on how that section is built. If it is a fixed layout tied to the app's pillar structure, you may only be able to add it as an additional widget nearby rather than inside the exact same tile group. If it is a standard PA dashboard section, a new widget usually drops straight in.
One thing worth checking early is whether your CIO Dashboard is the packaged ServiceNow app or a custom-built PA dashboard. That changes how much flexibility you have, packaged apps sometimes lock certain layout elements even if the underlying indicators are editable.
