Dragging Image to ServiceNow Incident

Sometimes i can drag an image into an incident and sometimes i can't, like right now. Trying to drag or copy a snippit(even tried to move to an email first) and can't. I'd rather have in body of incident then as an attachment when possible.
Is there a trick i'm missing or why can i sometimes drag an image over and other times I can't? Does it have to be a certain type of image and can't be other types?

Ability to drag an image directly into a record (for example in the incident Additional comments or other HTML/rich text field) can appear inconsistent because it depends on the field type, browser support and whether the rich text editor supports inline image upload, there is no guarantee that drag and-drop will always work.....If the field is a standard journal entry or a non HTML text field, or the editor doesn’t support inline attachments, then the image will instead be treated as a normal attachment using the paper clip icon.....For best results you should confirm that the field is of HTML or rich text type, check browser compatibility (some browsers may block drag and drop), and when unsure use the Attach file button instead of dragging........
