Fulfiller role need to have read-only access for the form and can update the comments

I am having a custom application on customer's instance. Application is having fulfiller role which has access to all the fields on cases currently. My requirement is to restrict this fulfiller role only to have read-only access to all the fields on the cases and can add comments if required.
