How to fix this ACL?

I'm creating an application where a user can create graphs and dashboards, but when I try to do it with the user it gives this message and I'm not able to resolve the access, do you also know what's missing?

The report_view ACL that causes access denial is defined for the table you are trying to report on and not for the [sys_report] table.
