Idiotic response/coding practice

So I just posted a question about duplicating tickets. When I went to add labels, I get in bold red letters:

 

"The following labels are not available here: duplicate, ticket, common, frequent, tasks"

 

Since when do you dictate labels/ tags. Should the person putting in the ticket not be the one who determines this?? Isn't that whole idea behind them? Maybe I missed that class in Customer Service/Elastic Search 101....
