In the Incident record, under the Related Records section, there is an Impacted Services/CI related list that contains the Operational Status and Restoration Time fields. The Restoration Time field is populated when the Operational Status is changed from Non-Operational to Operational. However, the updated value is displayed only after clicking the Refresh icon in the related list.

Got it. In that case, the Restoration Time is being populated correctly, but the Impacted Services/CIs related list is not refreshing automatically after the status change.

The OOTB behavior uses Refresh Impacted Services to refresh the related list, so no additional plugin is required for this functionality.

If automatic refresh after the Operational Status change is a requirement, that would need to be evaluated separately from the OOTB refresh behavior.
