SOW Default List in Workspace

Hi everyone. I'm trying to add a custom "All" list under Catalog Tasks in Service Operations Workspace. I located the configuration under Default - SOW and the Catalog Tasks UX List Category. I created the new list by opening the existing Assigned to you UX List, using Insert and Stay, and changing only the title and filter conditions. The new list is active, associated with the Catalog Tasks category, and was created in the Request Management for Service Operations Workspace application scope. The list appears correctly for me as an admin, but it does not appear for non-admin ITIL users. The same users can see the out-of-box Catalog Task lists such as Assigned to you and Assigned to your groups. I have verified the record is active and recreated it in the correct application scope, but the custom list is still only visible to admins. Has anyone run into this behavior before? Are there additional visibility settings, role requirements, cache considerations, or UX framework configurations required for custom UX Lists to appear for non-admin workspace users?
