AWA and Skills Management with Levels

Hello,
I tried to use AWA with skills levels, but something is wrong. Skill assignment is ok, but when I add levels, assignment is not done base on agent levels. In case I opened to SN support, they confirmed that my configuration is correct and advise me to check https://www.servicenow.com/docs/bundle/yokohama-servicenow-platform/page/product/skills-management/t...
Do someone know if I need to do something specific with these APIs, or this is OOTB (nothing to do)? Someone implemented this feature which works fine?
