I have a Question that snc_external role user can have access to Case table or not ?
Definitely, No ...Because external role does not have access to internal tables.
But i need Partner User to see the case table. With which role i can grant access to the Partner user to see the Case table.

check for the self_contributor role..
Additional CSM rolesRole title [name] Description Contains roles
Case contributor editor [sn_customerservice.case_contributor_editor] | This role provides limited write access to the fields on the Case form. It provides limited write access to those cases for which the user already has read access provided by another role. Limited write access is available for the following fields:
