How to create a report with multiple data points

I am trying to see if there is a way to recreate this Excel report onto a ServiceNow dashboard. 

The requirement is that it groups by assigned to and classification as well as show the users average vs team average for a 3 month period.

I am able to create other reports to show part of the data required but not all in one report. 

Does anyone have any ideas how this could be done?
