Hi there!

I'm just making Erro Evaluation of CustomAction.However I can't use empty field.

when I push the Publish button using empty field,　pop-up appear on the screen.

What should I do next?

I would suggest using a Transform on those Conditions in your Error Evaluation. We have transforms that are OOTB that check for blank, empty, or null values for strings:
