Here is the official response from ServiceNow:

"Thank you for reaching out to us. We understand how important it is for you to have flexibility in formatting within the workspace component. Currently, this specific functionality — formatting the message directly — isn’t available, as it is hard-coded in the ServiceNow backend. This limitation restricts the customization options we can provide at the moment.

We apologize for any inconvenience this may cause and appreciate your patience."
