The requester cannot agree to the Communities Terms and Conditions.

The requester (sn_communities.community_user) navigates to the community but cannot use it because the consent form below is not displayed.
Communities Terms and Conditions is set to True.

you might need to first click on the Terms and Conditions and then to mark the checkbox.

Try that, because simply marking the field without reading the terms and conditions doesn't make sense, how can you consent if you didn't even bother to read it 😉
