About the email functionality in the Service Operations workspace

Hi all.

In the development environment, we are allowing only "admin" users to attach files through the glide.attachment.role property setting. However, in the Service Operations workspace's Change Management, users are able to attach files even though they can only send emails.

The email attachment restriction is set separately, isn't it?
