Active Rights field populates zero on Software Entitlement Record

I am new to SAM module, in our organization, we have an issue when we try to add user allocations on the software entitlement record that is in the state of "in use". It throws an error "Error Message

Cannot allocate more licenses than available rights." when I try to add user allocations on the software entitlement record. Active rights on the record shows zero even though purchased rights value is 30. When I tried to increase purchased rights, then it seems like active rights value is getting increased. Can anyone please help me to understand how these are interrelated.

  • Purchased right : Refers to the quantity that you have bought.

 

  • Allocations available: By default set to match the purchased rights. And then gets reduced based on the number of allocation that you make. Ex: If you purchased 10 rights, and allocated 3 user accounts, then your allocations available will be 7. And the reason for the error that you see is, you actually bought 10 rights, so legitimately you are allowed to allocate only 10 rights. Going above that is what needs to restricted to keep you complaint and that's why system throws that error. This is the ultimate goal why SAM implementation is required = keep you complaint. 

 

  • Active rights: This is actually coming from your s/w install discovery. After running the reconciliation this field value used to get refresh. Lets say that your discovery finds 5 installations of this s/w model, then after doing normalization and reconciliation, this count will reflect in active rights as 5. Its not dependent on the purchased rights or available allocations. This is the value which show how many number of rights are actually in use rather than the number of rights that are purchased/allocated.

Thank you for your reply. I was able to understand the issue at high level with your explanations. But can you please let me know how to validate this in our system, since I am not much aware of the discovery and reconciliation process. I could see only one previous record for Techsmith Camtasia model, for which the end date was last month, but looks like the state of it is in use.

And looks like this new entitlement record was created after the Sandiego upgrade, user mentioned that they had the ability to do so before the upgrade and just discovered that functionality is missing after the upgrade.

Actually, when I checked in our system, I noticed that allocations available doesn't match with the purchased rights, see in the screenshot below where the allocations available shows zero even though purchased rights is 30. Could you help me with that. Also, there were no user allocations created for this entitlement record.
