Add a UI Action button to a list

We want to add a UI Action button to a list.   We can add a button to a form via a UI Action but not to a list.   We have tried selecting the various list options with no success.

We do not have a value specified for the condition.   We would like the button to be always be displayed on the list.

I have just tested it and it works as Admin...

This is really strange, try to make a new one.
