Add another option to Launch app in the Utilities menu in Service Operations workspace

I've been trying to find a way to add another app/link to the Utilities option in the menu in the service operations workspace as listed below.

I tried to find the documentation for the Launch app action but can't find much other than a way to trigger it.

Has anyone been able to add this?

This can be done from launch applications section of the 'alert management rule'

check step 6 below:
