Add/Remove users from group

My client doesn't have ITSM license, and have only HRSD and SPO, can they use the catalog item "Add/Remove users from group", which used the REQ, RITM and TASKs.

Working on a catalog item simply means using it — not defining or designing it.
You don’t need elevated access like admin or catalog_admin just to raise a request. Any end user can submit a request to add or remove a user from a group.

However, to actually perform the action (such as adding or removing a user from a group), the requester must have the User Admin role or the Admin role. But to work on REQ/ RITM / SCTASK need minimum ITIL role

This is what confuses me, How come the request related things exist, if the client is not licensed. 

Also, how the sys_user_group and sys_user_grmember can be managed - without ITIL license.

Whenever a client procures a ServiceNow instance, ITSM typically comes out-of-the-box (OOTB). I'm almost 100% certain of this (though there's a small chance I might be off by 1%).

As for managing groups — this can be done by users with either the User Admin role or the Admin role. It does not require an ITIL role to perform group management tasks.

I have already informed the client - to email the team with admin access, but they want to use the catalog item, which they aren't licensed.
