AIUX not working on my PDI (or on an enterprise development instance for that matter)

I am trying to get AIUX working on my PDI. I was able to install the following plugins and all are up-to-date. I am running Brazil patch 1:

AI Experience Framework (sn_aixf)

AI Experience Framework Components for Setup Hub (sn_aiux_ia_config)

AI Experience Framework Components (sn_aiux_components)

AI Experience Framework Builder (sn_aiux_builder)

 

when I navigate in my instance to /aiux/builder, I get the following error:

Core scripts failed to load!

Check your internet connection.

I also tried /aiux/builder.widget-sandbox, but that gets a page not found error.

 

can anybody think of anything else I would be missing?

 

Note, that I also have the same setup on our enterprise DEV instance, but it is running Australia patch 5. that instance has the same issue.
