Allow users to share/make visible to everyone their list queries

Is there an ACL or similar in place blocking users from sharing out their own list queries? An admin gets "Visible to [Me], [Everyone], [Group]" while a normal ITIL user gets "Visible to [Me]".

Yes, look at table sys_filter, OOTB there are filter roles that you can give to users or a group to allow them to save filters to group or global. See below.
filter_admin | Can manage filters. |
filter_global | Can create global filters. |
filter_group | Can create filters that belong to groups of which the user is a member. |

Will this in anyway cause a licensing/cost issue? I've been warned in the past for adding roles to users.
