Any idea why I cannot create Flow Variables in Flow designer?

The plus sign to create a new Flow Variable is grayed out. Any idea what might be causing this on my flow?

Check if you have the below roles:

Role required: flow_designer or admin

I have assigned both roles and I still cannot create Flow variables

Please check if you are in the correct application scope while you are opening the flow
