Any idea why I cannot create Flow Variables in Flow designer?

The plus sign to create a new Flow Variable is grayed out. Any idea what might be causing this on my flow?

Hi, I had the same problem just now, and I see it's common. Manmohan K's reply helped me, I was in the correct scope, but not in the correct domain. I was able to edit the flow, but not to add new flow variables. Now that I'm in the same domain as the flow, I can add new flow variables too.
