(Article3_ TM) Few specific special character getting distorted while exported as Excel/csv

Issue: When we are exporting data (which having specific special character - sample are given below) using Microsoft Viewer like Excel/CSV, the specific special character is getting distorted.
As a result , Client is getting data mismatch between exported data & Table data (list view)/report.
Sample Special Character:
- m-dash for short vs. long hyphens, trademark values.
- e.g "Genetec – Security Center-Test" is getting replaced as "Genetec – Security Center-Test"
"UN-RI Façade-Development" is getting replaced as "UN-RI Façade-Development"
Also, we have seen Â, à , ââ, ¬â€œ in different table.
Finding: Even after ServiceNow exports CSV files in Windows-1252 encoding by default, setting this property to UTF-8 ensures better compatibility for special characters ( same configured in our Servicenow), still this issue is coming.
Servicenow Recommendation:
Servicenow recommendation is to Open same CSV file with viewer: LibreOffice Calc, Apple Numbers, Visual Studio instead of Microsoft Viewer like microsoft excel.
Current Status: Current status: An Idea (by my Client ServiceNow id) has been raised if it can be fixed.
