Assign to value is 16 while creating task

Hi Expert,
We are facing one issue with assigned to value.
While creating custom task from request through workflow, though assign to is empty but 'i' icon is coming with backend value 16, which is nothing, Please refer attached screenshot.

What could be cause and how can we fix it.

did you check the XML of that record? what it shows for assigned_to field?

Definitely some script is populating invalid sysId

yes, assigned to value =16 , showing in xml
