Assigning HR Tasks to anyone in an assignment group

Hello Community, our team has created an HR Task Template that spits out a checklist task type and assigned it to an Assignment Group (no specific user specified).  When the task gets generated, the system is auto-assigning it to a specific person in that group (a random person in the group each time), when we actually need anyone in that group to be able to complete that task.  When we have an assignment group for approvals, anyone in that group can approve, so we’re wondering why that’s not the case for tasks.  

Is assigning a task to a specific person in an assignment group out of the box for tasks?  We can’t seem to locate any business rules that may be doing that. 

Does anyone have insights on how to assign a task to anyone in an assignment group?

I would like to say it's more a business/process discussion.
We normally assign a task to a group, and anyone from the group takes ownership of this task.

However you can use the new AWA (Advanced Work Assignement) logic to auto assign tasks to people based on their skill, availability and capacity. It's worth it to have a look on that.

You need to enable the Advanced Work Assignment plugin. To be fair I have used it for the Incidents, cases (CSM module) and chats but never tried within the HRSD module.
