I am trying to assign in assignment rule but not getting the conditions. What is the process to create assignment rule for service catalog items.

Catalog items are basically the forms you see in Portal, how does it relate to assignments?
Or do you mean Request [sc_request], Requested item [sc_req_item], Catalog Task [sc_task], or any other table as catalog item can be also a record producer to just ANY table..?

are you saying based on catalog item variable you need to set the RITM-> Assignment Group?
Why not use the Flow available on your catalog item to set that?
in your flow you can check the catalog item name associated with the current RITM
Within "Update Record" on RITM you can use f(x) inline script to set it dynamically
check this and enhance
Flow Designer to set assignment group based on variable value dynamically
