Assignment rules doesn't work

Hi guys, i have problem with Assignment rules for walkup experience, added in the condition 

Assignment group and Location, and filled user in Assigned to tab, and nothing happens, it's always empty =(

Can you share your assignment rule screenshot here?

Note - Assignment rule only works when field is empty. It does not work if value is already there.
