Assignment rules doesn't work

Hi guys, i have problem with Assignment rules for walkup experience, added in the condition 

Assignment group and Location, and filled user in Assigned to tab, and nothing happens, it's always empty =(

Hi,

Make sure when these conditions are satisfying user field should be empty then it will work otherwise it will not.

yes, condition are satisfying, field empty
