ATF runs in local runner, but pending as Job is not in the queue yet

Hi Team, 

I'm facing an issue while running ATF tests in my local client runner. I always get below message for 10-20 mins. 

What might be the root cause and how to fix? Appreciate your support.

Try raising case with ServiceNow

Navigate to "Active Transactions" > Locate the URL labeled "ATF Scheduler" and kill the active transaction. > Run the test again.

Facing the same issue from past few days -Job is not in the queue yet. I am running ATF on Client Test Runner. I observed it automatically resolves after some time. Can anyone help with finding root cause for this?
