It's like before, you could set up a Headless Browser for Linux or Windows, on a server of your own company for example. Though Cloud runner will run on servers of ServiceNow, so be aware of that.

We have not installed anything yet; we have started developing ATF for ITSM modules first and we plan to move ahead with rest of the modules, custom apps and integrations. 

For now, as it OOTB, we are just using the client test runner. But could you please guide, at what point should we be setting up the head less browser. 

if cloud runner is not approved, then we are left with either client test runner or head less browser.

That's up to you. You could setup your own linux or windows server, possible doing something regarding firewalls etc etc. That involves time ofcourse + the servers would cost money + the servers need to be maintained. Advantage ofcourse you are fully in control, its not on some server from ServiceNow, you are not limited to 2 cloud runners, etc.

Since the limit of parallel executions are 2 can i know how can we reduce parallel exexution limit to 1?
