ATF test keeps failing when clicking UI action

My ATF test keeps failing at this point. In order to close a change, a work note needs to be entered, so I use the Set Field Values test step immediately beforehand, but it still keeps failing. If I go into the change and enter a work note manually and then click close, it works. If I deactivate the UI policy that makes work notes mandatory, the test runs successfully. It seems to think the work notes field hasn't been filled when clicking the UI action, even though I've used that Set Field Values test step.

Did you give some timeout for 10 seconds for that click step so that the UI policy knows that value is populated?
